A Good Scorecard for an Engaged Workforce

As an engaged workforce, 8 in 10 HDB staff stamped ‘Strongly Agree’ or ‘Agree’ to these questions in the Public Service Employee Engagement Survey (EES) 2023. This contributed to a high Engagement score of 85% for the organisation in the survey.

Running from 1 November to 30 November 2023, HDB rolled out EES 2023 as a board-wide census to gain insight into the level of staff engagement and staff perception of their work in the organisation. At the close of the survey, HDB achieved a high response rate of 88%. Let's dive into EES 2023 to check out how we fared for the poll and the next leg of the survey journey.

Great Leaps

There was great improvement compared to EES 2021 and we picked up in many areas. We improved in 13 of the 21 EES categories. This progression affirmed the efforts that have been taken to support and care for our people since EES 2021.

Bright Results

Weighing against the Public Service (PS) average, our scores for EES 2023 were either on par or higher in all categories except Growth & Development. We also fared better in most areas against the Civil Service, Statutory Board and MND Family norms. With such a good scorecard, HDB was well-positioned amongst the public agencies.

Our Plus Points

Comparing with the PS average, HDB scored very well with at least 7% higher in Leadership, Citizen/Customer-Centricity and Agile.

Opportunities for Growth

Against the PS average, we fared lower in Growth & Development. This is an area of concern which we need to delve into.

Moving Forward

With Growth & Development as an opportunity for growth, HDB will carry out focus group discussions to examine the topic in greater depth and decode the important messages that staff tried to convey to us through the survey. Also, we will be introducing new initiatives to close some gaps that staff highlighted in the poll. So do keep an eye on what will be coming your way!

In EES 2023, HDB achieved 83% for Retention to Organisation. This means that 83% of our staff wish to work in HDB for 2 years or longer. 

This good score was higher than the PS average of 78% in EES 2023. Benchmarking against historical comparison, it was also better than HDB’s previous score of 80% in EES 2021. 

Well, it just goes to show that HDB staff are an engaged workforce and they want to continue staying with the organisation!
